Abstract: The authors discussed with the author about issues raised in The evolution of modern football competi-tion rules as well as the necessity of and ideas for their revision as soon as possible, questioned the author’s ideas to use “existing referee rules violated the principle of fair competition” and “referee rules were controversial in pen-alty” as the fundamental grounds for arguing the necessity of rule revision as well as to introduce “eagle eye”, “net time” and “twin referee” etc. By analyzing the substantive characteristics of the rules and their evolution mecha-nism, the authors put forward the following opinions: “science” should not replace “human” in rule revision; foot-ball “genes” should not be ignored; rule conceptions should be followed; football “personalities” should be high-lighted, and made suggestions for the future trend of rule revision.Key words: competition rule；modern football；fair competition
